The Canadian Arctic will be the setting of a new CBC thriller to be written by René Balcer, a veteran writer and showrunner behind NBC's hit crime series Law & Order.
The Council is an hour-long mystery-thriller centred on a murder investigation in an isolated northern outpost that reveals an international plot to control the region's natural resources.

Born in Montreal, Balcer fostered his lifelong interest in the Arctic and Inuit culture when he worked in the region as a college student.
"There isn't a writer who is a better fit for this show than René," said JoAnn Alfano, Executive Vice President of Scripted Programming for NBCU International Television Production, in a statement.
"He has a unique ability to weave complex mysteries with character-based drama. His personal connection to the story and knowledge of the arctic and Inuit culture will bring a unmatched level of authenticity."
He won an Emmy for his work executive producing the long-running American crime drama Law & Order.
Balcer wrote for the popular series for 20 seasons.
The Council will be produced by Vancouver-based production company, Lark Productions, and will be distributed by NBCUniversal International Television Production.
No release date has been set.
